[MapProxy] cache blank tiles on wms source error

Does mapproxy cache blank tiles (riak cache) when the wms source returns a
error?  We had a outage on our WMS server which has resulted in some blank
tile being dynamically cached.  I was under the impression that mapproxy
would simply return a error if the source went down for uncached tiles.
