  allow positive minx|miny in vector symbols (#4116)

this change breaks the line_short_gap autotest, which is expected
as the fix was specifically aimed at centering offset symbols.

@havatv : Not sure what the documentation says about this, but it
should probably be made very clear that this is a caveat.
