  update axis orientation lookup

* update inverted axis list to epsg 7.9.8 (#4273)
* update lookup to use bit array (modified so the functions
  are not implemented in mapfile.c) (#4268)

@dmorissette in #3852 you seem to have proposed to use a bit array for
inverted axis lookups. Can you check this conforms to what you
expected ?
