[Mapserver-dev] OGC ServiceExceptions and invalid layers

Filed bug 466 for this, and added most of the commentary so far. Please
continue the discussion in the bug.

Tom K. you mentioned a related bug, could you note that in this bug

PS: I've noted the bug against the WFS client since that was the reason
why this came up.
PPS: Steve L, I believe Assefa would be the one to tell you what we were
able to do with the filters. There were several limitations that he was
not happy with, but we had made a conscious decision not to implement
anything that was not directly supported in MapServer. It is highly
likely that missing stuff will be added over time, but it would require
small to large changes in mapserver and that was out of scope for this
contract.
