It used to be that "text/html" was listed by default unless you set 
mapfile metadata "WMS_FEATURE_INFO_MIME_TYPE" to "none". This caused 
problems when users added dummy TMEPLATE values in their mapfiles to 
make their layers queryable.

To resolve that, in 4.3 text/html is not advertized unless you 
explicitly specify it with the following mapfile metadata:

"WMS_FEATURE_INFO_MIME_TYPE"  "text/html"
