win32 mapserver-4.4.0-beta2 dll build setenv/getenv fails

Using the command-line debug option QUERY_STRING fails on a win32 mapserver
dll build, but
works fine on a static link without libmap.dll.

I traced the problem down to the setenv/getenv functions - this seems to be
a "standard problem"
on win32 according to google.
