Should WMS require PROJ.4?

Folks,

Thanks for the fast feedback!  For now it seems that PROJ.4
is needed for WMS service except for fairly specialized
circumstances. I will try to enforce this requirement in a
slightly cleaner way in the code.  If we become interested
in really minimalist MapServer deployments we could look
into supporting a MapServer WMS without PROJ.4.   But I
see that as a low value effort.
