It seems that the file is there in the development docs directory, but
it's not linked from the index page. I made up the following URL that
seems to point to a recent version of the document:

http://mapserver.gis.umn.edu/doc/win32_compile-howto.html

CC'ing the -docs list so that they can fix this.

BTW, You didn't include any "Last revision" date or revision history in
the document... I think that would be useful.
