Thanks to the testcase I was able to reproduce and fix the issue.
Unfortunately I'm unable to commit to CVS due to a problem with the CVS
server.

Steve L.: can you please check what's going on with that error:

cvs commit: [19:48:28] waiting for sdlime's lock in /data2/cvsroot/mapserver

In the meantime, I have copied a patch to the bug that you can try to
verify that the fix works for you.
