bad raster layer transform when BBOX is specified within request (WMS)

XSLove (XSlove? Xslove?),

When you say the raster layer is drawn bad without rotation and
shearing, do you mean that MapServer as rotated the image
and unsheared it to present a rectified north-up view?

That is what should normally happen via WMS.  Perhaps
you could provide some small example views to demonstrate
the behavior you are seeing.

I don't know why you would get different effects depending on
whether your WMS request includes a BBOX or not.
