Which version of SWIG for 4.8.0 wrappers?

There's nothing in mapscript that requires or takes advantage of  
features in swig versions > 1.3.21, so imo we can remain there for  
4.8.0. C# users need to use something much more recent, but we have  
not been generating wrappers for them in releases up to now.
