Error in building latest CVS

My bad, should've tested the non-GEOS case, I was just so darn happy to
get something working last night I jumped the gun. Having map.h should
not cause problems.

There were a few problems when building without USE_GEOS. I have fixed
them in CVS.

Steve: I moved the #include "map.h" to the top of the file, before the
#ifdef that contains all the other includes. Can you please confirm that
this is not going to cause a problem since map.h used to be included
last and now it's first.
