Ready for 4.6.0-rc1

Steve,

I have updated and tagged the source in CVS for rel-4-6-0-rc1. Could you 
please post it to the website when you have a chance?

My plan is that unless show-stopper issues are reported within a few 
days, then this would become the official 4.6.0 release early next week, 
likely on Tuesday.
