Ready for 4.8-beta1?

As I'm sure you all remembered, we had planned our code freeze for the 
4.8 release for Oct 31st. Does anyone see a problem with the release of 
4.8beta1 tomorrow (Friday)? I just did a smoke test and things seem to 
be fine.

I also documented the release plan that we agreed to in the new website at:
http://ms.gis.umn.edu/development/release_plans/mapserver_4_8

If I don't hear any blocker comments then I'll coordinate with Steve 
tomorrow for 4.8beta1
