Time for a 4.8.4 release

Daniel,

Hmm, I took this to indicate that I should apply any remaining fixes promptly
if I want them in 4.8.4.  Now, on re-reading I'm not so sure it was kosher
for me to apply additional changes.

In any event, I'm +1 on a release, and I have sliped two outputformat fixes
into the branch.
