We've got 5 +1 votes for RFC-18 from MS-TSC members (FrankW, DanielM, 
HowardB, YewondwossenA, SteveW), so it has been adopted.

I will commit this to the 4.9 CVS later today or tomorrow. Progress will 
be reported via bug 1792.
