CVS branch created for 4.10.x

Good morning dev's,

FYI I have created the stable branch for MapServer 4.10.x a few ninutes 
ago. It is called 'branch-4-10'. Bug fixes intended for future point 
releases of MapServer 4.10.x should be implemented in the CVS HEAD and 
backported to branch-4-10 as well.

Also note that CVS HEAD is now version 4.99 which we intend to release 
as version 5.0 in early 2007. The roadmap for 5.0 is currently under 
construction.

Finally, the 4.10.0 release has been tagged in CVS as rel-4-10-0. It 
will be packaged and announced later today.
