Idea for MAPSERVER 5.0 and WMS TIME support.

In addition, it would be nice if there was some method to take advantage of
the time parsing (ie turn 2005-04-05/2005-04-07) into the appropriate
between statements for straight cgi mode.

I like the idea for a timestamp.
