mapscript missing/incomplete functions

There is already bug 1822 about some of these:

The bug is tagged for 4.10, but I find that it's getting late to add 
those methods in 4.10 since some apparently require new typemaps. I'd be 
tempted to retag this one for 5.0 unless the SWIG MapScript developers 
tell us they are confident that this is an easy fix. If we're going to 
do this for 4.10 it would be ideal to have this in before beta3 on 
Wednesday.
