seg fault against latest CVS

Hi,

Using latest CVS, the code builds, however doing an OGC:WMS
GetCapabilities returns a segfault:

$ ./mapserv
"QUERY_STRING=map=/usr/local/wwwsites/apache/devgeo.cciw.ca/apps/mapserv
/services/carts/config.map&serv
ice=WMS&version=1.1.1&service=GetCapabilities"

It looks like a bunch of patches related to RFC24 were applied to the
codebase in the last day or so, so I'm guessing this has to do with
those changes.
