Motion to extend commit rights to Thomas Bonfort

Hi all: As discussed on IRC today I'd like to motion that we extend commit rights to Thomas Bonfort. He's the primary author
of the new chart capabilities and has been contributing most of the new AGG functionality. So, he's playing a big role in 5.0
functionality and being able to commit code directly rather than through Dan or I would streamline things.

I'm definitely +1 on this pending his acceptance of the commit guidelines described in:

  http://mapserver.gis.umn.edu/development/rfc/ms-rfc-7/
