Motion: include AGG freetype (2.4 version) in MapServer

from all the distro packages i've looked into, all of them separate libagg
and libaggfontfreetype. But this could change of course

I also think some quick check to see if there are difference between AGG

2.4 == 2.5 except for licensing. the agg cvs has been quite calm this past
year ;)
