Status of MS-RFC-29: Dynamic charting

FYI the vote on MS-RFC-28 completed last week with +1 from DanielM, 
SteveW and AssefaY, so the RFC has been adopted and I have committed the 
code to SVN a few minutes ago in r6279.

Note that there are two future enhancements related to this RFC that 
will be tracked in their own tickets:

- #2136: Add ability to read chart size from an attribute
   (https://trac.osgeo.org/mapserver/ticket/2136)

- #2145: Add support for point/line layers (currently only polygon 
layers are supported).
   (https://trac.osgeo.org/mapserver/ticket/2145)
