MapServer 4.10.2 package size

Looking in SVN logs/diff it seems that the change would have been made 
in 4.10 dev before the 4.10 stable branch:
https://trac.osgeo.org/mapserver/changeset/5467

Since the issue predates 4.10.0 I think the right fix is to rename the 
static lib to libmapserver.a and then use -lmapserver everywhere ... but 
if someone does that in 4.10.x we need a ticket. ;)
