possible funding to get WFS time support done

Hi, all:

I may be in a position to fund the work required to at least address
http://trac.osgeo.org/mapserver/ticket/1583.

I would ultimately like to see WFS respond as robustly to &time-based
getFeature and getCapabilities requests that the MapServer WMS already does
splendidly (http://mapserver.gis.umn.edu/docs/howto/wms_time_support/).

Could someone reply w/ the next steps to see if we can work something out?
