RFC 23 - MapServer PSC

Hi all: I dropped the ball on this late last fall and I want to get it rolling again. This RFC addresses the forming of the MapServer PSC from the current TSC. I went though the old thread and reviewed the PSC docs from a couple of other projects and made some changes, hopefully in the right direction. As I read the old comments the major themes were:

  - re-number the RFC (was replacing RFC 1, and now is 23)
  - better define committee and member responsibilities
  - concern about appearing like another cabal (I propose a review by mapserver-users before voting)
