Motion to Release 5.0 (was Re: No IRC meeting tomorrow)

+1 on the motion to release.

With respect to the press release, I'm not sure how that should be done 
either and may not be the best person to write it. Should it be written 
by OSGeo VisCom for instance? At a minimum I will cook up an 
announcement on Monday and that can be used as a base for a press release.
