[mapserver-dev] removing default flex/bison rules

Folks,

How would people feel about removing the default rules for running
flex and bison as described in:

   http://trac.osgeo.org/mapserver/ticket/2310

My objective is to avoid the fairly frequent problem that stuff comes out
of svn or a source tarball with the wrong timestamps on files, thus forcing
regeneration of the lexer and parser.  The problem is that often folks
building don't have the right version of these tools and stuff goes sort of
haywire.
