karsten, if I understant your request correctly, MapServer already has that:

STYLE
 SYMBOL "circle"
 SIZE [population]
 MINSIZE 3
 MAXSIZE 20
END

you'll probably want to preprocess the [population] in your data
request (to add steps, or scaling)
