How should we handle a source file that takes code from other licensed 
source file (e.g.:  maptclutf.c)? There is a note that said that the 
source code was taken from "tclUtf.c".  There is also a note in this 
file that send us to the "license.terms" file.  Is the Copyright to Sun 
Microsystems, Inc. line enough? 

The license terms said:

"Modifications to this software may be copyrighted by their authors
and need not follow the licensing terms described here, provided that
the new terms are clearly indicated on the first page of each file where
they apply."
