[mapserver-dev] Proposed maporaclespatial.c header...

Based on conversations with the two principal authors of that code we have received permission to change the header and implied
licensing in that code. Rodrigo also has said to remove the copyright statements currently in place although I didn't see explict
copyright statements. That would leave us with what I've pasted below. Does that sit well with all concerned?

Also, any objection to renaming that file to mapsdo.c?
