[mapserver-dev] Standardized header: files with an uncomplete header

All,

There are some files that have an uncomplete header.  I classified them 
into three categories:  documentation, swig interface and MapScript (see 
the files listed by directory below).  I think we should add the missing 
header component to these files to comply to the standardized header, 
which is most of the time the copyright.  Can someone provide me the 
right copyright?
