[mapserver-dev] Call for vote on RFC 40

Thank you for looking into these questions, I think no1 below would be 
great if you can work that in.

I'm +1 to get this into 5.2.

Improved labeling seems to be the area that I get the most requests for 
tweaking of mapfiles.
