[mapserver-dev] Connection to Oracle Spatial 10.2.0.3

Hi Cédric

Don't know if you are on Windows or Linux. On Windows, check for oci.dll
(probably in windows/system32) and ensure that it is the one of version
10.x.

See in x:\oracle\app\oracle\product\10.2.0\server\BIN for the correct file.
