You're correct, the previous discussion was pre-RFC. Since my initial 
email we have implemented and tested the algorithm in real life, that's 
why it has evolved a bit and I thought we should leave the RFC up for 
discussion/comments before the vote. The code is ready to commit once 
the RFC is approved.
