Bob,

  You are right. For RFC-55, the user would change the RESOLUTION and a scaling would automatically be applied to the appropriate objects.

  In my proposed solution, if MapServer's default size unit was changed to be POINTS (and the user had not expicitly set the LAYER's units to PIXELS), the effect would be the same.

  Hmmm, maybe Daniel's solution IS easier to document/explain (and code).  We just need to come up with a better word than DEFRESOLUTION.
