[mapserver-dev] Couple of trac changes...

Hi all: I just wanted to pass along a couple of small trac changes I made just now
to the components:

  1) added MapFile XML Schema with Alan as owner
  2) changed PostGIS Interface owner from the generic refractions address to Paul
  3) changed Oracle Spatial owner from fsimon at univali.br to myself (Fernando doesn't 
      seem to be around anymore), but will need a real owner (volunteer?) at some point

Please let me know if these seem inappropriate in any way...
