[mapserver-dev] Couple of trac changes...

Hi Steve,

Since Fernando is not around anymore, I've began to do a few Oracle 
Spatial tickets. Unless Howard (or anyone else who is an expert with 
Oracle) wants to be the owner of the component, I guess I can take care 
of that component.
