[mapserver-dev] ms rfc-58:kml integration

I'm +1 on getting this out of the sandbox and into trunk. It's pretty isolated and won't impact other stuff so it's pretty low risk. Working up the final details in an RFC for final approval makes sense in that case.

I read this through and while I don't use or know much about kml today, 
it sounds like a reasonable request that has been well thought out.
