Thank you for all the votes of support.
I was looking over the RFCs and it appears that RFC 7.1 SVN Commit Management is the one that applies here. Given that, I have read and will follow the project's committer guidelines as written in RFC 7.1.

> Hi all: I’d like to propose granting commit rights to Jim Klassen, a developer from the City of St. Paul. Jim’s been active on the MapServer project for a number of years. The folks he works with are always pushing the envelope with the software and as such has reported (and supplied fixes for) lots of bugs over the years. Most recently he’s taken on maintaining the Oracle Spatial code. The previous maintainer is nowhere to be found. He supplied what amounted to a complete re-write in conjunction with the query changes in 5.6 and it would make sense to grant commit rights to ease on-going maintenance and improvements.
