I think the legends are a separate albeit related problem that don't need to be addressed by this RFC. If problems exist the STYLEITEMs they'll continue to. Doesn't really make life any worse...

Attribute binding suffers from the same problem too so it's more general. We need some sort of a class-cache...

Are there any implications with respect generating legend graphics?  
Would MS read the datasource [again] to get symbology for the different
classes?

 Could there be a way of allowing a varing number of classes?  I.E. from
the datasource itself as opposed to specifying them in the map file?
