Well, IMHO the copyright is still valid so the dates should reflect that. I did some searching and discussions were all over the board, from no dates to just the current year to a date range. I did see several postings by lawyers that advised using a date range that included the current year. I'd vote for update...

Moving this to the -dev list.

We do not have a practice of updating the copyright dates, and I've 
always been wondering if we should do it or not (not only for MapServer, 
but also for other projects in which I am involved).

Maybe others on the -dev list have opinions or pointers to best practices?
