[mapserver-dev] Backport of changeset fragment

Could the attached patch be applied to the 5.6 branch? this is a back port of a tiny part of http://trac.osgeo.org/mapserver/changeset/9584, which enables the attribute "escapeChar", in addition to "escape" in the OGC filter.
