[mapserver-dev] RFC 66 - Better handling of temporary files

I updated the RFC 66. I separate it in 2 RFCs. Since the memory file support
is a little bit more complicated than expected and that there are a few other
tickets, which are more critical for MS 6.0, I suggest to to only do TEMPPATH
setting for the moment and we will write another rfc for the memory file
support in the future.
Let me know if you agree.
