TinyOWS connects directly to a spatial database (PostGIS right now),  
and use
high level functions from it  (ST_AsGML, ST_GeomFromGML...)

And yes, we could imagine to enhance the current application to  
support in future others
spatials databases like Oracle Spatial or Spatialite.

But i don't think it really make sense to be able to provide WFS-T on  
something else
than a spatial database, so OGR in this context don't looks, to me,  
the best option.
