[mapserver-dev] Axis order in WMS 1.3.0 (#3582)

Hi - 
I talked to some colleagues and they confirmed that WMS 1.3.0 strictly follows the axes ordering from the epsg definition. So the list attached to #3582 should be correct and comprehensive. However, it must be updated when there are new codes added to the epsg database. There's a subscribable announcement list at http://www.epsg-registry.org/.

I'd suggest to have a list of north/east epsg codes only. Patch is attached to #3582, too.
