[mapserver-dev] Axis order in WMS 1.3.0 (#3582)

If MapServer holds the complete list of north/east codes, there's no reason a) for the update scripts and b) for the inverted flag in mapaxisorder.h.

Ticket updated, see http://trac.osgeo.org/mapserver/attachment/ticket/3582/3582.patch. I try to reach some experts regarding epsg codes and WMS. I can confirm axes order for the few codes I use, only (4326, 3146*, 239*).
