[mapserver-dev] RFC-83: Source tree reorganization

Since we are changing the file structure, could we take advantage of
the occasion to rename our source files so that they are not prefixed
with "map". This isn't a fundamental issue, but has the advantage of
simplifying the use of filename autocompletion.
