[mapserver-dev] [motion] enter 6.2 release cycle

Motion passed !

I have created the 6.2 branch. Devs please take the time to read the
release plan concerning commits to the stable branches, and in
particular:

- fixes during the beta phase should be worked on and committed in
branch-6-2, not master (direct commits to master should only concern
features for 6.4)
- commits to the stable branches should *not* be accompanied with an
update to HISTORY.TXT, instead include a meaningful commit message
along with ticket number, as the changelog between beta releases will
be pseudo-automatically generated from the git logs.
