[mapserver-dev] [motion] enter 6.2 release cycle

I will also create an announcement page for 6.2, just like we did for 6.0, so
that we don't have to point to mailman and nabble links for the 6.2
announcement (example:
http://www.mapserver.org/development/announce/6-0.html).
